From the Center for Disability Empowerment:

The Ohio 811 Program is the state's first interdepartmental housing subsidy for low-income adults with disabilities. The program, which promotes community living, allows qualifying individuals to live in apartment complexes managed by the Ohio Housing Finance Authority (OHFA). Ohio 811 apartment units are subsidized which makes the rent affordable, even to those receiving SSI. Join this session to hear about the latest developments with this program. You will also be able to direct questions to OHFA staff and staff from the Ohio Department of Developmental Disabilities, who assists OHFA with identifying prospective tenants.
